What Chemicals Are in Conventional Period Pads?

If you've ever turned a pad box over looking for an ingredient list, you already know the answer: there isn't one. Conventional period pads are regulated as medical devices in the United States, and the FDA does not require ingredient disclosure for Class II medical devices — which includes menstrual pads and tampons. You are legally not entitled to know what's in a product you use for approximately 2,400 hours of your life.
That disclosure gap is the root of the problem. Without mandatory transparency, the only way to know what's in a specific product is independent laboratory testing or third-party supply chain certification. Both exist, and between them they've identified a consistent set of chemical categories worth knowing about.
Why There's No Ingredient List on Pad Boxes
Menstrual pads are classified as Class II medical devices in the US — the same regulatory category as surgical gloves — not as cosmetics. Cosmetics require ingredient disclosure under INCI names. Medical devices don't. Medical device regulation focuses on safety and performance outcomes, not on telling consumers what's in the product.
The FDA requires that menstrual products don't cause "unreasonable adverse events" — but does not require disclosure of the materials, chemicals, or processing agents used. Legislation to change this (most recently the Menstrual Products Right to Know Act) has been introduced multiple times; as of 2025 it has not passed.
The practical consequence: a brand can use any of the chemicals described below without disclosing it. Independent lab testing and academic research have done the detection work that regulation currently doesn't require.
The Chemical Landscape: What's Been Found and Why It Gets There
1. PFAS (Per- and Polyfluoroalkyl Substances)
PFAS are a family of over 12,000 synthetic fluorinated chemicals. They are used in industry for their water- and grease-repelling properties. In period pads, they can appear as fluorochemical treatments on the moisture-barrier back layer, or migrate from PFAS-treated packaging.
Independent lab research has confirmed their presence. A 2020 study published in Environmental Science & Technology Letters detected fluorinated compounds in 45% of feminine hygiene products tested — including pads and liners. A follow-up investigation by Mamavation in 2023 found elevated organic fluorine in several period product categories.
The World Health Organization's IARC classified PFOA (one PFAS compound) as a Group 1 carcinogen in 2023. The broader PFAS class is associated in epidemiological research with thyroid disruption, immune suppression, and altered reproductive hormone levels. PFAS are persistent — they don't break down in the body or environment — and bioaccumulate over a lifetime of exposure.
The entry route for PFAS via period products is vulvar and mucosal tissue — significantly more permeable than external skin, with absorption rates 10 to 40 times higher based on published dermal absorption research.
2. Dioxins and Furans (Chlorine Bleaching Byproducts)
Dioxins and furans are chlorinated organic compounds generated as byproducts when chlorine chemistry is used to bleach cellulose materials — including the cotton and wood pulp in pad absorbent cores.
The WHO classifies the most toxic dioxin compound, TCDD, as a Group 1 carcinogen. Dioxins are persistent, lipophilic, and bioaccumulative — they accumulate in fatty tissue and remain for years or decades.
Most conventional manufacturers have moved from elemental chlorine to elemental chlorine free (ECF) processes using chlorine dioxide. ECF generates fewer dioxins — but is not dioxin-free. Only hydrogen peroxide (H₂O₂) bleaching eliminates chlorinated byproducts entirely. A 1999 Health Canada study detected measurable dioxin levels in conventionally bleached tampon products; pads using the same processes carry the same risk. Bleaching method is rarely disclosed on packaging.
3. Sodium Polyacrylate (SAP Gel)
Sodium polyacrylate is the superabsorbent polymer that makes modern ultra-thin pads possible — it can absorb 200 to 300 times its own weight in fluid. SAP is not acutely toxic, but it is occlusive, creating a sealed moist layer against the skin that can degrade barrier function with extended wear and contribute to the pad rash and irritation many users experience. It is also synthetic and non-biodegradable, persisting in landfill for centuries.
4. Synthetic Fragrances
Many conventional pads are scented to mask menstrual odor. The fragrance industry operates under a trade-secret exemption: a single "fragrance" entry on a label can represent a formulation containing hundreds of individual undisclosed chemical compounds.
A 2019 study in Reproductive Toxicology identified multiple endocrine-disrupting and contact-allergenic compounds in scented menstrual products. The American Contact Dermatitis Society lists fragrance as one of the most common causes of allergic contact dermatitis, and the American College of Obstetricians and Gynecologists (ACOG) explicitly recommends against scented feminine hygiene products. In organic-certified period products, synthetic fragrances are categorically prohibited.
5. Pesticide Residues (From Non-Organic Cotton)
Conventional cotton is one of the most pesticide-intensive crops in the world. The USDA estimates that US cotton production uses approximately 5% of the nation's total pesticide volume despite occupying roughly 1% of farmland. Globally, the World Wildlife Fund has estimated conventional cotton uses up to 16% of the world's insecticides.
When conventional cotton enters pad manufacturing without organic certification, pesticide residues from the growing and processing stages can persist in the fiber. Published research has detected organophosphate and organochlorine pesticide residues in some conventionally processed cotton consumer products. OCS-certified organic cotton must be grown without synthetic pesticides for a minimum of three years and is verified by annual third-party audit — the only reliable mechanism to confirm pesticide-free cotton input.
6. Dyes and Colorants
Many conventional pads include printed designs requiring textile dyes. Azo dyes — common in textile printing — can release aromatic amines under certain conditions. The EU restricts 22 aromatic amines derived from azo dyes in consumer products intended for direct, prolonged skin contact; the European Chemicals Agency (ECHA) classifies several as carcinogens or reproductive toxins. ECOCERT and OCS certification standards prohibit synthetic dyes in certified period products.
7. Latex Adhesives
The pressure-sensitive adhesives used to attach pad wings sometimes contain natural rubber latex. Latex allergy affects an estimated 1 to 6% of the general population. The reaction presents as contact dermatitis — redness, itching, hives — at the adhesive contact site, making it a frequently overlooked cause of inner-thigh or vulvar irritation from pad use. Certified organic pad manufacturers typically use latex-free adhesive systems.
The Mucosal Absorption Problem
All of the above would matter less if period pads were used against ordinary external skin. They're not.
Vulvar and mucosal tissue has a significantly thinner stratum corneum than external skin. Research comparing regional dermal absorption rates has found that genital and mucosal skin absorbs compounds at rates 10 to 40 times higher than the skin on arms or torso — which is why transdermal drug delivery patches are sometimes designed for genital placement. Chemical residues in period products have a more direct systemic pathway from this tissue than they would from external skin contact.
A person who menstruates for 38 years and uses pads for 5 days per month accumulates roughly 2,280 days of contact between these products and highly permeable tissue. The concern is cumulative exposure over that timeline, not any single pad being acutely dangerous.
Why It's Hard to Know for Sure
The detection landscape is incomplete for a specific reason: there is no systematic, mandatory testing program for period products in the US. What we know comes from:

- Academic studies — rigorous but typically focused on specific chemical categories, not comprehensive product profiling
- Brand disclosures — voluntary, unverified unless accompanied by third-party certification
Any given conventional product may test clean on any given chemical category. The problem is structural: without mandatory disclosure and testing, clean results cannot be systematically guaranteed.
